Allow an Emergency bulletin to persist even when user has closed it

I would like an option when adding an emergency bulletin to make it persist - that is, when the user closes the bulletin on the onMessage website, do not track that they have seen it to prevent display in the future.

    Would want this option of "Persistence" for the Banner of Bulletin within the system as well.
