Support unicode / foreign characters in Admin Custom Fields

We were really looking to have the 10 publishable custom field support them. Our main purpose for using them would be to have a child’s Chinese name in Chinese characters. It would be even better if the name fields support unicode/2-byte characters.

    We really need to be able to have characters like ć that aren't in ASCII appear as part of folks names for identity purposes as well. It's not just custom fields - name fields, too.
