Resource Board adding Personas

We were looking to add different personas to the Resource Board.

    This would be extremely helpful for our Trustee Personas.

    It would be nice to be able to give Incoming and Pending roles (Pending Teacher, for example) access to Resource Boards. Simply put, if there is a role in the system, you should be able to give them access to information.
