There really is no need to designate between the two types of fields. Call them all publishable fields, give us 20+, and include the admin only field input options. Have you ever tried to collect clean data from parents with a text box? You are more likely to capture a picture of big foot riding the loch ness monster. In order for the publishable fields to be useful on forms to collect data, you need structured input controls. Please, please please fix this.
We are using Custom Fields to communicate information with teachers and advisors. These fields will be used for all students. To prevent errors and to make it more accurate with reporting, we would like the same Form Options for the publishable custom fields

I think I'm agreeing with Rick: no distinction in the "type" of field, just its visibility to users. And only those visible can be used on forms, etc.
I would not want to see any restrictionson number of these fields. The best thing to do, in my view would be
