Currently, when going to bulk add decisions, you need to have a decision checklist item. We should be able to bulk decisions similarly to how we bulk financial aid or contracts. This section needs to be re-coded as it's confusing to have to select from different checklists and checklist items when all we want to do is bulk add decisions.
