Ability to edit or delete official note

We need the ability to edit or delete an official note.  Notes were added to the incorrect candidates that we really need to remove - errors can be made when typing so an edit function would certainly be helpful as well

    Hi - you can currently delete official notes. Take a look at KB 91293
