Do not make a candidate available for enrollment until contract is submitted.

We use Blackbaud contracts and currently if a candidate "accepts/makes their decision" they are automatically available for enrollment - even if the contract has NOT been submitted. To enroll a candidate without their contract being submitted seems like a nightmare in the making. It would be helpful to have an option to remove this or move the candidate into a pending status until the contract has been submitted. Once contract has been successfully submitted, then the system would place them in the "enrollments" section.

    We actually don't use the option to ask what they intend to do since it's an extra, non-functional step in this case. They communicate that they want to enroll by actually submitting the contract. We are looking to augmenting our process in the future, but only to allow them to self-report that they do NOT intend to enroll- at this point they either tell us verbally or by e-mail, or we assume that they do not intend to enroll as they have not submitted the contract.
