Create a process to make "not-returners" a "past student" in the promotion area of Core>enrollment.

If a re-enrollment contract has already been declined, and is noted as a "not-returner", there should be a process when an admission manager is promoting students, to automatically give not-returners the roll of "past student" in a bulk fashion.
