Add Parent record creation and relationship to Enrollment Management Event Registration

Our families usually start with an admissions event (i.e. Shadow Day) before applying to the school.  The current admission/Enrollment Management event forms only capture candidate information.  It would help us if the event forms acted like an Inquiry Form, collecting both candidate and parent information.   Our application process is more parent centric.  We actually want the confirmation and reminder emails for events to go the parent, not the candidate.
