Saveable 'Assign Contracts' list

We need to streamline the process for assigning contracts.   Consider, e.g. you want to assign contracts regularly as candidates give us their decisions.  EVERY time we go into this, we have to change the filter.

    Another title for this would be Save Filter Options for Assigning Contracts.  This would be a huge time saver because anytime the user navigates away from the screen, all of the filter settings  reset.  Duplicating the tab in the browser does not preserve the filters either.  Refresh loses filters too rather one has to click apply filters to simulate a refresh.
