When using the Online Recommendation form, candidates should be notified when the Recommender declines their request to complete form.  It is not relevant for the school to be notified.  We have over 600 candidates it would be possible to communicate with all the ones who had a Recommender decline.  The responsibility needs to be on the candidate.
