I think files that are uploaded to the checklist in EMS (either by parents of candidates or admissions staff) should automatically be accessible to the parents of candidates. It seems inefficient to build the checklist and all the miscellaneous files types in EMS, only to have to do essentially the same thing in Core, and then upload the files in both places. Files uploaded to the checklist should automatically show up under the candidate's "Files & Forms" in EMS, similar to how the school forms do.
