Improve the 'Candidate Outstanding Items' placeholder for Official Notes

Currently, this one long continuous, coma delineated paragraph which is hard to read. The list includes both required and optional checklist items. Can this placeholder be modified to include only 'required' checklist items? Alternatively, separate placeholders for 'required' and 'optional' checklist steps would add needed functionality.

    The ability to add in the outstanding items is extremely important, but looks terrible. Please make this more of a list using bullets. It would make it not only look better, but easier to read and see what exactly is missing. Maybe have a separate place holder for required and optional items...I would like to be able to spell out what is required, but then remind them of the other items on the list.
