I would like to allow inquiries to be submitted for school levels/grades without applications automatically being available to candidates with processed inquiries in that school level/grade. This would allow administrators to collect inquiries for future grades/school years without candidates having access to the application.

Currently, as soon as an inquiry is processed for a school level/grade that has an active application, that candidate has access to the application (even if they submitted an inquiry for a future academic year). The publishing options on the application step of the checklist does not function to turn access to the application off. See case 018306210.
