Educational Support documentation -- enable uploading multiple documents

Currently allows only one file to be uploaded. It is common to have multiple documents related to educational support (the one that is under "record" in EMS).

    Yesssss! Please make this change! Why only one file? Parents often need to upload multiple documents.
