Occasionally there are candidates who we would like to apply once applications are turned off for the year. Currently, we have to enable applications for all candidates in order to make exceptions for one in particular.

I would like to be able to send an individual application to an account or turn on an application for one particular candidate so that the floodgates aren't opened for all candidates due to one exception.
