Under "Manage Duplicate Users", allow for the administrator to choose which accounts get merged, instead of automatically merging the newer one into the older one.

Often times when our families have duplicate accounts, they are actively using the newer one, but merging these would lose all the data that they have accumulated because the system automatically assigns the older ID to be the main one. This causes more problems than solutions.
