Add "Submitted" date alongside existing "Completed" date to Checklist

When a file is submitted by a parent and is still in File Submissions, the date and time it was submitted by the parent is shown on the right side under the file name/attachment. Once this file is processed by Admissions as "complete" and is no longer in File Submissions, that initial submission date is nowhere to be found; the Checklist item now only shows a Completed date of the date it was processed. Adding the Submitted date alongside the Completed date is the only way to identify when the parent actually submitted the file. It also allows us to identify the amount of time between when the parent submitted the file and when we processed it.
