For Student Checklist: Let parents mark a step as complete
If we tell a user to visit a website, or view a pdf, but we don't need to collect anything from them- please let the parent mark the step as completed. We want to be able to give information without necessarily waiving/completing the step on our end.

This would be very helpful for Higher Ed as well. So that students can acknowledged that they completed something. Right now, the only option for automation is to have the student complete a form for the checklist step to acknowledge it has been completed.
There should be a new step type created that just allows the user to acknowledged they have completed the task.
This would be helpful for the items we want on the checklist that are not required.
