Add withdraw (withdrew) to the drop down options for checklist items, in particular for the application checklist item.

This would be helpful so that the proper application status in reports could be tracked beyond the hard coded options (complete, awaiting, in-process, waived) that do not accurately describe the application status when a parent withdrws the students application (even if not complete) for use on reports and applicant follow-up.
