When assigning a Student Checklist, please auto-attach the related contract type for the selected year

Why are we selecting a year and contract type, if the system doesn't do anything with it? Please help us speed things along by automating this.

The 'Candidate' checklist does not require us to select the Contract type for a 'Contract' step type.
