Inactivating a Candidate Should *Not* Disable Parent Account

When a candidate is inactivated, the parent's account is automatically disabled.

Then, if the parent attempts later to apply another child, they cannot log in. They get a message saying "your account is disabled. call support".

They cannot even change their password.

They cannot even create a new account, because their email address is connected to the disabled one.

(If they would have created a new account, we would have caught it and fixed it in the Check for Duplicates.)

This requires a call to our admissions office, which itself is problematic. [Admissions has to call IT, etc....]

I see no harm in leaving these parent accounts active but major convenience otherwise.

I don't know how this doesn't have more votes. What an odd feature on the part of BB. Virtually all of our parent challenges this admissions cycle have been reapplicants experiencing this issue.
