Change the order of the contracts and Applications

Currently Review, Deposit and Confirmation are the last 3 blocks of any contract. I would like to see that a parent could make a selection change to the contract after Review and then Sign. Currently the contract is locked to edits for the user once they have signed.

    This is a crucial feature - please implement! It does not make sense to have a "Review" section that does not allow the parent to go back and make changes to their choices. The whole point of the Review section should be to allow the parent to confirm that they have indeed made the correct selections.
