Remove the application section on the admissions progress page when there is no application step on the checklist

If you remove the application form step from a checklist, you get a new section called "Application" on the admissions progress page. Schools that do not use the application form in EMS and are only using EMS for contracts do not want to have this section visible to parents.

    Thank you for taking the time to implement this for schools that publish at least one checklist step. However, some schools only use EMS for contracts and DO NOT publish ANY checklist steps for the candidates.

    The "Application" header is still showing if NO step is published. Can the "Application" header also be hidden if NO step is published to the families?
