Add a setting to not include parent in attendee list for events

Currently, the event registration form adds parents to the attendee list and communications with that information even though the option for only the student/candidate is selected. It does not take away from the count, but this is confusing to the families and to our staff.

We have events/conferences that are only for the student to attend and not the parent. We don't want to give the impression that parent can stay for the event, especially overnight conferences.

We include the parent fields in our form, so the parent can create their own account and complete certain permission forms via the checklist.
