As an Admissions Manager I would like to see some logic to the Candidate Decision notification under Enrollment management > Communication > Notifications > Candidate Decision.

• We only like to receive an email if a candidate were to decline the admission.

• We would like to send all notifications for 6th grade to X person and for 8th grade to Y person.
