I would like to be able to process inquiries and create new user accounts for parents who aren't in the system, but would like to have an option to NOT email them an account creation message. Sometimes we get lists of students to enter and I want to have the parent email addresses in the system for marketing purposes, but I don't need them to receive the account creation message.
