Automate the application checklist assignment when applicant completes online form instead of having to process each request manually

Currently, assigning a checklist to a user's request to start an application is manual. This means that a student may wait up to 2 days (if request is submitted over a weekend or holiday) before having access to the application. The delay can results in applicants filling out multiple requests as they assume, because they didn't receive the invitation from Blackbaud within a reasonable timeframe, that the request didn't go through. It's unacceptable that a user has to wait hours and days to access an application because the process has to be done manually.
