When the outstanding item placeholder is included in an email, it should ONLY show the items that are currently visible to the candidate and NOT the items hidden after a particular step/item has been completed.

Our school sets up checklists to go through a very extended process from initial app, committee review, university admissions (separate from the EMS), and pre-enrollment actions. A candidate completes these items at different phases, so we do not want them to see future action items that are definitely not available to them yet.

For example, we have event registrants that have a checklist and action items leading up to the event, then they will be informed of their selection to apply for a selective program, which has its own list of action items - all of these built into the same list. Currently, the placeholder shows EVERYTHING from event items to program items and beyond to future phases, which is not the intent.
