With the introduction of the SAO, we are finding that the SAO recommendations (files) don't match up with our 'online recommendation' (forms) checklist steps.

We were hoping to add an 'SAO recommendation' step to the checklist and then have some logic to say:

• If the 'SAO recommendation' step completes, waive the 'online recommendation' step

• If the 'online recommendation' step completes, waive the 'SAO recommendation'

We can also see other use cases for this type of logic in step completion/waiver.
