ACH Platform Fee Verbiage to not come up if inactive in BBTM

When the setting for ACH Platform Fee is inactive for school and the parents go to sign the contract and pick Autopay Bank option it shows the ACH Platform Fee cost. It causes confusion for the school and for the families.
