Ability for an admin to enter an application on behalf of a family
When a school receives a completed paper application, it would be nice to have an admin screen to enter the information as an application form (similar to Create New Inquiry).

It would also be nice to be able to correct the information on their behalf. Currently, if a parent makes a mistake on the application and submits it there is no way to change the information and you are forced to process the application with known incorrect information then attempt to fix it after the fact. It would be nice to be able to "allow resubmit" like on the school forms. This is especially helpful when there is a language barrier.
