Move Payment Plan Setup Parameters to Add Payment Plan

Generally, the number of payments in a payment plan or requiring tuition insurance doesn't change from year to year.  To me, it makes more sense to put those parameter options in the Add Payment Plan Section than under the individual contracts.  This would reduce the amount of input you have to do when setting up contracts.  It would also decrease the number of errors you could potentially have from people miskeying the number of payments.  You input it once and you're done!
