Remove Inactive Contracts options to be Assign to Users

I would like for Inactive Contracts to not be an option to assign to Users, as they are Inactive which means they are no longer being used.

    You shouldn't be able to assign contracts that have the "Type" listed as inactive. Or do you mean the year for that contract? I noticed that when I tested it, if the "Type" is active, you can still assign any year from that "Type."
