Right now you can hide the alert banner for contracts until the candidate has entered a decision (yes i will enroll or no thank you).  However, an adventurous parent could click around and "find" the contract under Files and Forms.  Then if they pay deposit and sign the contract without selecting the candidate decision, we can't process> enroll/inactivate them until someone goes back in and does that.  It let's them break the process and is causing issues.
