Allow for official notes to be saved as group drafts

Currently, when you save an official note as  draft, it becomes an individual saved draft.

    Not only can you not delete the drafts of a bulk communication but if you have saved the draft and then want to send it, you have to do so INDIVIDUALLY. nuts.

    Yes!  I was sending a group "compose official note" consisting of 86 candidates.  When I saved as Draft, it saved 86 official notes. And, I could not delete the drafts.  This would be most helpful!
