In order to cut down on the number of "potential duplicate users" it would be great to have a question come up when a user goes to create an account to start the application process.
If a "create account" request is received - Ask the user if they have filled out an inquiry?
if yes, give option to return to the login page or ask user for email address and offer to send password reset link
if unsure, ask for users email address and check against inquiries
if found, offer to send password reset link or return to the login page
if not found continue to the create account page.
if no, continue to the create account page.
