If there are errors when filling out an application, the system notifies the user after they sign the application instead of when the click "next" to go to the next section.  Also, when the user returns to the section to correct the error, the red error notification does not go away until the user "re-signs" the application and submits.  The red ! and red error banner remain.  The user is confused and tries to correct the error again not knowing they have to re-sign the application to get the error msgs to go away.
