On the onBoard application, the Year Began at School and Grade Began at School options are currently required regardless of whether a School Name or School Name Other are populated on the application form. 

Since parents fill out the application form for child who are not yet in school, there needs to be an option for them to select "Not Applicable" for the Year Began at School and Grade Began at School fields on the application form.
