Contract Summary Waitlist does not display users that are Waitlisted

I would like for the Contract Summary Report to display Users that are Waitlisted regardless of Candidate and School Decisions. Currently in order for users to display on the Waitlist column report, they must have a School Decision of "Accepted", a Candidate Decision of "Acknowledged", and a generated contract that is not returned. Alternatively if the Waitlist Column is not going to pull any results it could just be removed from the Report entirely.

    Yes, waitlist should reflect whom the school is waitlising and not if a family is not choosing to complete the contract. A family is not accepted and waitlisted. They are one or the other.
