Right now, when a student submits a request for recommendation, the ability to add a file to that recommendation type in the checklist becomes locked. This remains locked until the recommendation goes through, but in some cases, we need to upload the recommendation manually after the request has been sent.

There is currently no option for us to override the request to upload that letter, so we need to impersonate the student and work through the checklist from their perspective to fix this. We'd like to have the ability to override the recommendation request from the checklist so that we can upload the file without following the student impersonation workaround.
