When a candidate is logged in, it is not clear to them that they need to click on the title of the checklist item to get the PDF to download, before clicking on the pencil to upload the filled out PDF. There NEEDS to be a UX fix to this. Either the checklist needs to be expanded on default, or the download the PDF button needs to be more visible, or clicking on the pencil button needs to give the user an explanation or option to download the PDF, but something needs to be done here.
