We would like consistent expiration dates/end dates throughout the software
In some places, the expiration date means 11:59 PM on that date and in other places it means 12:01 AM on that date. For example, in Marking Periods, the end date ends at 12:01 AM on the date given.

Yes, this is very confusing.
Likewise, within the same content type, the publish time means 12:01 AM while the expiration time means 11:59 PM, so content that we want to come down on the same day something else is published ends up having an overlapping day.
