Allow PDFs in Syllabus to be viewed in browser instead of a download

If you have PDFs in your downloads section on your bulletin board, it opens up in Chrome natively in its PDF viewer. However, if you have PDFs in the syllabus section, the browser will download it instead of opening it natively. We would like for the behavior to be the same and just have it open natively in the PDF viewer.

    Considering modern web browsers view PDFs natively, making syllabus uploads match how the rest of the site behaves for consistency seems like a no-brainer. Shouldn't be too hard to implement either.

    Syllabus files on bulletin board pages seem to be downloaded rather than viewed "in-line". This causes iPads with Restrictions enabled on web content to block the download. "In-line" PDFs (as found under the downloads section) seem to work just fine.
