@Angela Addison - This does not always work, the "save for later" setting. If the student accidentally clicks the browser "back" button instead of the "save for later" button (or presses the refresh button, or accidentally opens another Blackbaud tab), it causes all sorts of problems where the student cannot resume their exam, and sometimes the teacher cannot fix it by "allowing continue", etc.
Even if you tell the students not to press the back button, they do it automatically, without realizing. Maybe implement a warning when someone presses the "back" button during an assessment that says "your work will be lost and your test will not be properly submitted, are you sure you want to do this?"
I don't think the "save for later" setting counts as "implementing" this idea ... (unless there were changes made in the past few weeks that changes what the "save for later" setting does (ie: students don't need to press the "save" button to "save for later" ? And any way they exit the test, including back button, refresh button, multiple tabs, will still allow them to resume their tests? Let us know, please, thank you!

If the teacher enables the save for later setting the students will be able to resume their tests even if they navigate away.

I think that's why it was "designed" but it can also happen inadvertently.
