Currently, if a teacher imports a Topic from the previous year, she/he can edit any of the content categories except Downloads. With Downloads, she either needs to accept that all of the previous docs are the same, or delete them all. Adding/removing docs to Downloads for the new year is not an option. Please resolve this discrepancy to align Downloads with the way the rest of the Content Categories work in Imported Topics.

I am happy to report that with this morning's release (3/7/18) we have updated Topics that have been shared/imported to always allow edits on the file content types (photos, downloads, audio, video).

Had to contact support again today about something that seems like a glitch just to find out it is "just how it works". It makes no sense that a teacher can't update THEIR OWN content that they have imported. When a topic is imported, a "copy" should be made of the topic so each year there is a new copy of the topic. This allows teachers to have a historical record of each year while still allowing them to update content for the new year.
I could also not edit the videos (adding or subtracting) The topics should be under the control of the primary user if its in the topic bank but once in the course we should be able to edit it... This will be a BIG issue when we roll over to the new year...
Very much agree that downloads are frequent item that gets imported, and the ability to import and tweak for the new course is essential.
My faculty would love the ability to add/remove individual documents via Download to a topics page and are finding that importing topics is not very useful if they can't adjust the Downloads from year to year easily.
A teacher noticed this today as we start our second year of OnCampus. This would make him slightly less grumpy if it was implemented.
That's only true if a teacher used categories to organize their downloads. If you have them drag downloads over and load each separately then they aren't linked and you can delete an individual download. Luckily we adopted oncampus before there were categories so all of our teachers have individual downloads and I will be telling them not to use categories until this is fixed.
If the issue is hard drive space building up with archived classes have the option to move rather than copy the downloads and leave a place holder or link in the archived course to the new course location. If this problem is not fixed teachers who have a lot of documents - Word, PDF's, PowerPoints, etc. will just stop if they have not ability to edit other than to re-upload all of the files each year for each course.
This is a great idea. I heard this idea discussed at the user conference this summer. I understand the challenge of making these blocks editable for whoever is importing the topic, and the effect on storage by making this block fully editable. However, if you made it so that the user could remove any of the links individually that did not apply to the new content, but then be able to add/append new ones to the list, that should solve the problem. So download links for previously uploaded files could not be changed, but they could be deleted from the block on an individual basis. The user could then add new links to the list without having to delete the whole block and start over.
