Notification for Cum Grade below a certain amount

I would like to send a notification to the Advisor/Teacher when a Student's Cum Grade is below a certain amount such as a 75 for a Course.

    It would also be helpful to be able to send these notifications to parents automatically.

    Also, it would be good to have this available for Learning Profile Staff so that they can get an alert for students that may need intervention.
