Teacher to Attach File and send back through Assignemnt

I would like for the Teacher to be able to attach a file through the Assignment back to the Student so they can use files Annotate does not work on.

    This would be a huge help for us! Sometimes, due to technical issues, assignments turned in on paper, assignments emailed to the teacher, etc a teacher would like to attach a file THROUGH the assignment back to the students.
