Teachers and Coaches do not always click the Send Notification checkbox at the top of the Page. I would like to see the Parent subscription to the Assignments added or changed override the Teachers choice to send the notification.
Perhaps the option for parents to choose if they only want to receive notifications the teachers/coaches marked the checkbox for or all notifications.
In our community, the parents and students can elect to receive notifications when assignments are added or changed, but unless the teacher also marks a checkbox to send notifications when assignments are added, no notifications are generated. It's somewhat deceiving to the end user as they think they should receive notifications since they enabled those options in their settings. The requirement for the teacher to have to select a checkbox to send notifications should be removed. Notifications should be sent as long as the end user opted in for them from their Settings Menu. If a teacher doesn't want a notification sent for an assignment, then simply add a checkbox allowing them to prevent a notification from being sent. I would think the default should be to send notifications.
