Independent studies, tutoring, and other similar one term courses are offered on a per-term basis, and the need to create more than one section of the course to allow course requests to process normally seems like it should be unnecessary.

This could utilize a special 'Allow multi-term request' toggle within the course details under "Core>School>Departments and Courses"
